Kirinyaga County Annual Development Plan 2017-2018

The 2017/18 ADP is prepared in line with efforts to achieve the County’s mission of ensuring her citizens enjoy “improved productivity through maximum realization of its potentials for sustained economic, social and political development”. The plan is also prepared in accordance with requirements of section 126 of the Public Finance Management Act 2012, and also Article 220(2) of the Constitution of Kenya 2010. Preparation of this plan is also an indication of the County’s continued adherence to laid out regulations guiding budget making process. Therefore this ADP will guide the implementation of projects and programmes for 2017-18 FY

The ADP outlines strategic priority projects and programmes to be implemented in the 2017-18 Financial Year. In preparing this plan, various economic blue print documents have been taken into account, most importantly the County Integrated Development Plan 2013-17, County Fiscal Strategy Paper 2016. The plan was also prepared through consultations with implementing departments and also through rigorous public consultations. These projects/programmes will ensure that resources be allocated towards ensuring improved health services, increased accessibility through improved roads infrastructure, increased number of homesteads benefiting from improved provision of water services, accelerated growth in agriculture. All these factors positions the County towards realization of improved living standards, food security and improved employment rate.

The projects and programmes outlined in this plan have clear outputs and performance indicators. This creates a platform for Monitoring and Evaluation which is a critical component in informing decision making and ensuring efficient service delivery.

Implementation of this plan will require ultimate commitment from all implementing agencies, active participation from all stakeholders. I therefore call upon all the stakeholders to work in harmony in ensuring realization of this plan.
