Isiolo County Ad Hoc Committee Report on Recruitment into the County Public Service
This committee was formed to investigate and interrogate issues surrounding recruitment into the county public service following advertisements by the CPSB on July 27 and 29, 2015 to fill certain vacancies within the county public service.
In compiling this report, the committee interrogated a wide spectrum of issues related to recruitment and human resource management in the county public service, within the scope of the Terms of Reference.
One of our major findings was that the CPSB flouted the enabling law in establishing new offices contrary to the provisions of Section 62(2) of the CGA, 2012. In this respect, we have recommended that the CPSB should regularize its actions by submitting an omnibus proposal to establish new offices for approval by the Assembly in the manner set out in the enabling law. Secondly, we have also recommended that H.E the Governor should designate one of his CEC’s as the member responsible for county public service to satisfy the procedure for creating new offices. The Committee felt that by so doing, the government shall strengthen the system of checks and balances in its operations as a way of promoting democratic and accountable exercise of power.
Another major finding was that most of the advertised positions are not available for competition by members of the public because they are either held by persons in acting capacities or as casuals. To that extent, we have recommended that the CPSB should demonstrate compliance with the values and principles referred to in Articles 10 and 232 in the Constitution of Kenya, 2010, when filling those positions. We have also recommended that in future, all appointments should be strictly needs based.
Thirdly, we find that the county government has begun to adopt the organizational structures recommended in the CARPS report. We recommend that the entire county departmental organizational structures be submitted as an omnibus proposal to the Assembly for approval.
Fourthly, we recommend the implementation of a human resource audit report undertaken by the CPSB in 2014 in order to promote best human resource practices in the county public service.
Finally, the government should plug the huge financing gaps in its budgetary estimates by making realistic and achievable projections of its local revenue collections.
