PREAMBLE
Effectiveness, efficiency and Professionalism is an aspiration of the County public Service of many modern states. It enables a County to achieve, with relative ease, the socio-economic progress that is the hallmark of a democratic society. The commitment of employees towards the goals and aspirations of the employer are dependent on how the employees are managed and developed. Central to this theme of people- management is training and capacity building. The County Public Service Board is conscious that human resource development is a catalyst in management and implementation of change, building learning organizations and creating a culture of performance. Effective training and development benefits both the individual and the County Government through sharing of ideas and dissemination of good practices resulting in efficient and effective performance. This policy is the Board’s commitment to promoting an environment of structured and systematic and professional recruitment, training, learning, continuous professional development and transfer of public servants to enable them deliver quality services to the citizens. Where clarification is required in this policy, it should be sought from the Board Secretary/Chief Executive Officer, County Public Service Board.
