This Circular is in accordance with Section 12 of the Public Finance Management Act 2012. Its purpose is to provide guidance on the implementation of the Medium-Term Budget for FY 19/20 and shall apply to all Ministries, Departments and Agencies, the Judiciary, Parliamentary Service Commission, Constitutional Commissions and Independent Offices.
