Appointment of Dr. John Ntoiti to head Nairobi County Revenue

Dr. John Ntoiti is the new Acting Director for Revenue at Nairobi City County Government. Dr. Ntoiti takes over from Mr. Shaban Asman who has retired.
Dr. Ntoiti takes over at a time when the Nairobi County Government is transitioning its revenue operations to the recently formed Nairobi Revenue Authority, chaired by Andrew Chege. The Authority is expected to kick off full operations this year.
He will work under the County Chief Officer for Revenue, Wilson Gakuya, to help Nairobi City County realize its annual revenue targets. The 53-year-old has previously worked as a Chief Officer in Nairobi County from 2014 to 2018 and as Chairman of revenue mobilization from 2006 to 2014. He has also worked in Meru County as the CEO of the Meru County Revenue Board. He holds a PhD in Finance from JKUAT, an MBA in Finance from Kenyatta University and a Degree in Economics from Moi University.
Making the announcement, County Executive Officer for Finance and Economic Planning Charles Kerich said he has confidence in Dr. Ntoiti to lead the county revenue team and to deal with the county’s clients respectfully and efficiently.
“Dr. Ntoiti brings a wealth of experience to the new assignment and his task his clear: to ensure the County realizes its revenue targets in order to provide services to the residents of Nairobi,” Mr. Kerich said.
Dr. Ntoiti welcomed his new assignment and pledged to deliver on his mandate. He also assured he would put the needs of the customer first to give the county government’s clients a seamless experience when seeking services.
Nairobi County collected Kshs 3,566,418,904 in the first half of the 2023-2024 Financial Year compared to Kshs 2,615,194,487 during the same period last year.
This half year, Kshs 625,809,980 has been collected from land rates compared to Kshs 302,307,428. Kshs 872,692,193 was raised from Parking compared to Kshs 798,374,992 the previous year; Business Permits raised KSh426,887,485, up from KSh352,094,007 while Plans and Building Inspection raised Kshs 541,358,581 up from Kshs 459,513,145.
