Presidential Statement on Appointments to State-Owned Entities

When His Excellency President Uhuru Kenyatta’s Administration assumed office in April 2013, it identified the reform and transformation of the Parastatal Sector as a key ingredient for enhancing the quality and timeliness of Service Delivery and accelerating economic development as a critical link to building technical capacity and transfer of knowledge in our country. What followed was a comprehensive appraisal of all State Corporations in terms of capacity, staffing and management practices. The processes, which took nearly 18 months, are now complete.
As you may recall, the launch of “Mwongozo”, our home-grown guidelines on corporate governance akin to the globally acclaimed King III, was a result of these processes. Following the Presidential Taskforce on Parastatal Reforms, the Administration has systematically assessed the strengths and weaknesses in the Structure and Operations of Parastatals, interrogated the policies on the management and governance of the parastatals with the aim of determining how best they would contribute to the pursuit of national development aspirations, facilitating the transformation of our country into a great land of prosperity and opportunity for all. In that context, the Administration is pleased to announce the first batch of appointments to State Corporations in line with its Transformative Agenda for Kenya.
The appointments reflect the Face of Kenya, with all 47 Counties represented in honour of the diversity of all people and communities of Kenya. They also comply with the constitutional imperatives on the appointment of Women, Youth and Persons with Disabilities. The Administration is committed to empowering our women, youth and persons with disabilities. Currently at 31%, Women, Youth and Persons with Disabilities will comprise a significant share of the appointments once the exercise is concluded — higher than at any other time in our history. In making the appointments, the Administration has tapped into the wisdom, experience and knowledge of our senior citizens, while embracing the energy, enthusiasm and innovation of our young people.
The 302 Appointments to 79 State Corporations carried in a Special Issue of the Kenya Gazette, Vol. CXVII-No. 43 published on Monday 27 April 2015, exhibit men and women of integrity, dedication and competence. Kenya’s Public Sector is well on the course towards delivering on the Promise of making our Parastatal Sector at par with global best practice. In terms of “Mwongozo” guidelines and Executive Order No. 6 on Integrity, the new parastatal executives will be expected to make a public declaration on fighting corruption.
