Inquiry into Allegations that Gabriel Bukachi, the ODM Senatorial Aspirant for Nairobi County, Falsified Academic Certificates and used the to Gain Employment at Kenya Investment Authority

(i) Ethics and Anti-Corruption Commission received a complaint on 4/05/2017, that one Gabriel Bukachi Chapia, who was an ODM Nairobi Senatorial aspirant, falsified academic documents and used them to gain employment as ICT Manager at the Kenya Investment Authority. The academic certificates were; a Master’s degree in Information Technology (of 2009) from Daystar University and a degree in BSc Computer Science (of 2002) from Maseno University.
(ii) The Commission commenced investigations into the matter, and with the findings, recommendations were made for charging of Gabriel Bukachi Chapia with offence of forgery, uttering of false documents, giving false information to the EACC and fraudulent acquisition of public property. The resultant file was forwarded to the Director of Public Prosecution, who in September 2020 gave consent for prosecution of Gabriel Chapia with charges as recommended.
(iii) Gabriel Chapia uttered the forged certificates at Moi Teaching and Referral Hospital, Kenya Investment Authority, where he worked as Manager ICT. He also uttered the forged certificates at Nairobi City County Public Service Board for a position of Ward Administrator. At the time of this investigation, and at the time of arrest, Gabriel Bukachi Chapia was at the Nairobi City County Government as Ward Administrator for Satellite.
(iv) On 5. November 2020, Gabriel Bukachi Chapia was arrested and booked at the Integrity Centre Police station. He took plea at the Anti-Corruption Court on 6. November 2020, before Hon. Ogoti with the following 14 counts
a. Three (3) counts forgery
b. Five (5) counts of uttering false document
c. Two (2) counts of providing false information
d. Three (3) counts of giving false information
e. One (1) count of fraudulent acquisition of public property
(v) The accused pleaded not guilty on all 14 counts. He was granted cash bail of Kshs. 200,000 or bond of 1,500,000 with surety. The matter was fixed for mention on 16. November 2020 for purposes of pre-trial and fixing of hearing date before Hon. Murigi.
