Arrest of Senior Samburu County Officials on Corruption Allegations

Today the Ethics and Anti-Corruption Commission (EACC) arrested the following senior officials of the County Government of Samburu:
- Reuben Lemunyete Maruben – Chief Officer Agriculture, Livestock and Fisheries
- Daniel Nakuo Lenolkrina – Chief Officer Finance
- Geoffrey Kitewan Marun – Head of Procurement
The EACC conducted investigations into allegation of embezzlement of public funds by the County Officials in the award of Tender No. SCG/009/2014-2015; tender for supply and delivery of tractors and ploughs to M/s CMC Motor Group Ltd at a cost of Kshs. 8,418,964.
The investigations established that the County Officials:
- Willfully failed to comply with the procurement laws and procedures by awarding and authorizing payment of Kshs. 8,418,964 to CMC Motors Group Ltd for supply and delivery of two (2) tractors and two (2) ploughs.
- Fraudulently misrepresented facts in order to influence the award of the tender by purporting to rely on procurement tendering documents of previous tender contract which was already executed and performed by the said company.
Consequently, after finalization of the investigations, EACC submitted a report of its findings and recommendations thereof to the Director of Public Prosecutions (DPP) as required under Section 35 of the Anti-Corruption and Economic Crimes Act No. 3 of 2003.
Upon an independent review of the evidence, the DPP issued consent to apprehend and charge the three (3) subjects with various offences under the Anti-Corruption and Economic Crimes Act No. 3 of 2003 for violation of procurement laws. The suspects will be arraigned at the Anti-Corruption Court in Isiolo on Tuesday 16th June, 2020.
