Inquiry Into Allegations of Embezzlement of Funds at the Kenya School of Law

Allegation: The Ethics and Anti-Corruption Commission (EACC) has been conducting investigations into allegations of corruption and irregular payments to Companies by officers of the Kenya School of Law (KSL) to the tune of Kshs. 198 million.

Investigations: The Commission recommends that six companies, namely Adenwa Enterprises, Ngoya Cosmetics, Frigoya Investments, Alfranc Investments, Firmline Company and Deskench Investments which were not in the list of re-qualified suppliers, were paid for goods not supplied and services not rendered, among other allegations.

Recommendations: Upon completion of the investigations and pursuant to Section 35 of the Anti-Corruption and Economic Crimes Act, the files was submitted to the Director of Public Prosecutions (DPP) who upon review has granted consent to charge twelve individuals and six entities with the offences of:

  1. Fraudulently making payments from public revenue for goods not supplied
  2. Abuse of office
  3. Unlawful acquisition of public property
  4. Failure to disclose a private interest
  5. Conspiracy to commit an offence of corruption

Action: The Commission has today arrested the following suspects, who will be arraigned in court after processing:

  1. Prof. Morris Kiwanda Mbondenyi – Former Director KSL and currently Secretary of Policy and Coordination at the Office of the Deputy President,
  2. Amos Kabue Mwangi – Former Assistant Director Finance and Administration, KSL
  3. Frank Jackson Were – Former Finance Manager
  4. Hudson Amwai Lwigado – Former Accountant, KSL
  5. Nobert Achiro Gondi – Former Accountant, KSL
  6. Paul Lovi Adenga – Dir. Ademwa Enterprises
  7. Friidah Wanda Ngoua – Dir. Frigoya Investments
  8. Kenneth Ochieng – Director Deskench Investments

The Commission hereby directs the following persons present themselves at Integrity Centre immediately

  1. Ephraih Thuku – Former Accounts Assistant, KSL
  2. Francis Mwake Lwigado – Director Alfrank Investments
  3. Alfred Murage Lwigado – Director Deskench Investments
  4. Dennis Sam Achiro – Director Deskench Investments

The suspects are to be arraigned in court to take place on 24th June 2020.
