Former Acting DG of Kenya Maritime Authority Arrested on Corruption Allegations

The Ethics and Anti-Corruption Commission (EACC) has arrested the Former Acting Director General of Kenya Maritime Authority (KMA) and seven (7) other suspects. This follows a consent issued by the Director of Public Prosecutions (DPP) to apprehend and charge 12 suspects with various offences under the Anti-Corruption and Economic Crimes Act No. 3 of 2003.

The suspects are alleged to have been involved in corruption and violation of provisions of the Public Procurement and Asset Disposal Act No. 33 of 2015, in the award of tender for construction of a Multi-Storey Office Block in Mbaraki, Mombasa during the Financial Year 2016-2017. The EACC conducted investigation in relation to irregular alteration of tender sums in Tender No. KMA/RFP/001/OFFICE BLOCK/2016/17, Tender No. KMA/003/ELECTRICAL/2016-17 and Tender No. KMA/005/PLUMBING/2016-17 which exposed KMA to a risk of losing Kshs. 205,379,421.45.

The suspects already arrested are:

  1. Cosmas Kiplagat Cherop Former Acting Director General, KMA
  2. Edwin Mongare Momanyi Head of Procurement, KMA
  3. Denis Kipkorir Ng’eno Project Manager/Electrical Engineer, State Department of Public Works
  4. Jared Biwott Director at Mengi Designs Ltd
  5. Robinson Mwangi Karigu Quantity Surveyor, Quanti-Bill Consults Co. Ltd
  6. Seth Oluoch Arende Members, Tender Evaluation Committee
  7. Juma Ahmed Ali
  8. Jemimah Mkaluma Msinga

The EACC directs the following four (4) suspects to present themselves at the nearest EACC Offices with immediate effect.

  2. Peter Kimani Kinyanjui Project Coordinator, Mengi Designs Ltd
  3. Bakari Omar Mwakuyu Member, Tender Evaluation Committee
  4. Francis Okello Oluoch
